
Project Overview
The Central Florida Expressway Authority (CFX) and E-PASS are expanding and transitioning to a cashless collection at our ramps and mainline plazas. Over the years, a majority of the tolling industry across the U.S., including toll agencies in Florida, have transitioned to a cashless payment system, called all electronic tolling (AET). Some local roads, including parts of Florida’s Turnpike that connect to the CFX system, have already made this transition.
More than 98% of current toll transactions on the CFX system are cashless, clearly indicating that drivers overwhelmingly prefer to pay electronically for tolls through E-PASS or other electronic collection methods. As a result, CFX is responding to the shift in driver preference and working toward transitioning 100% of mainline and ramp toll plazas to a cashless format by the end of 2025. CFX’s transition to cashless tolling is part of the global evolution of the tolling industry to reduce congestion, save time, and enhance safety. It reflects how consumers have shifted to cashless payment methods to pay for goods and services.

CFX has been preparing for cashless tolling for more than 30 years. Investments in technology and infrastructure have equipped our 125 mile network for cashless collection and parts of our network are already 100% cashless.

How will I pay for tolls?
Each of our toll plazas will offer two ways to pay:
- With an E-PASS Transponder (or compatible transponder), as you drive through a tolling point, the system will automatically detect your vehicle, calculate the toll, and deduct it from your prepaid transponder.
- With Pay By Plate, our system will capture an image of your license plate as you drive through the tolling point without stopping, and an invoice will be mailed to the vehicle’s registered owner for payment.
Project Status
When can I expect to see these changes across the CFX expressway system?
CFX will be fully cashless before the end of 2025. The project will be rolled out in phases over the course of several months. The map below represents expressways where CFX is transitioning to cashless collection.

Is this change immediate? How much time do I have?
The complete transition to cashless tolling on our system will not happen overnight, but the transition is actively underway. We are committed to being responsive to the needs of our customers – the drivers who use our roads. There will be a thoughtful and phased approach to reach our goal of 100% cashless tolling at our mainline plazas and ramps by the end of 2025. How do I pay once the expressways go cashless?
As CFX transitions to an all electronic, or cashless, toll collection system, drivers will have two primary options to pay for tolls.
- E-PASS or other compatible transponder to automatically pay for the toll as you drive under toll gantry. With this option, you will maintain a prepaid toll account and E-PASS customers save up to 50% on tolls compared to Pay By Plate toll rates.
- Pay via Pay By Plate, a system where you are invoiced for your tolls in the mail. Pay By Plate toll rates on CFX expressways are double the E-PASS toll rates.
Will I get a bill if I don’t have an E-PASS (compatible transponder)?
Yes. You will receive an invoice in the mail called a Pay By Plate. The invoice will then be mailed to the vehicle’s registered owner for payment. To prevent a hold on your vehicle tag registration drivers should pay within 30 days. Additionally, unpaid toll invoices could result in a hold on your vehicle tag registration or driver’s license renewal.
Who does this apply to?
This applies to drivers who use cash to pay for tolls at toll booths or coin machines. Drivers who currently have an E-PASS or compatible transponder do not need to make any changes. If you currently use cash to pay for tolls, drivers will need either an E-PASS or compatible transponder or wait for a Pay By Plate invoice in the mail to make a payment.
